Cloudflare has introduced a new wallet system designed not for humans, but for the increasingly autonomous AI agents doing things on their behalf. Think of it as giving an AI agent an allowance: you provide the money, set the spending limit and let it decide how to spend it, but it still has to come back to you when it runs out.
Called Cloudflare Wallets X, the system is designed to let people and businesses give AI agents a way to pay for APIs and digital content without requiring a human to step in and complete every transaction. The company says this could help address one of the major obstacles facing so-called agentic commerce, where software can independently find and purchase services.
Account Wallet And Virtual Wallet
Today, an AI agent trying to access a paid service will often encounter a payment or login system designed for humans. That means the agent may be able to find the service it needs, but cannot easily identify itself, enter payment details and complete the purchase on its own.
Cloudflare’s system separates the money controlled by a person or organisation from the money an individual agent can actually spend. Account Wallets are controlled by humans, who can fund them, establish rules and withdraw the money, while Virtual Wallets are assigned to individual AI agents and accessed through API keys.
Each Virtual Wallet has a spending ceiling determined by its linked Account Wallet. This means an agent can operate independently within a predefined budget, but cannot simply spend unlimited amounts of its owner’s money. For example, a company could give an AI agent a Virtual Wallet with a US$100 weekly limit for AI inference, which is the computing work required to generate responses. If the agent attempts to spend beyond that limit, it would need a human to approve the additional spending.
Cloudflare argues that these limits can actually make AI agents more useful rather than simply restricting them. An agent with a small budget can be trusted to experiment with numerous inexpensive services on its own, while agents handling larger sums can be subjected to tighter controls.
The Payment System Behind It
Cloudflare Wallets X uses x402, a payment protocol that allows stablecoin payments to be attached directly to normal web requests. For the uninitiated, stablecoins are cryptocurrencies designed to maintain a relatively stable value, typically by being pegged to a currency such as the US dollar.
Cloudflare is also connecting the wallet system to its Monetization Gateway. This allows businesses and developers to charge for access to websites, applications and APIs without having to build their own payment infrastructure from scratch.
The idea is to bring these components together into what the company calls a “headless marketplace”. In simple terms, an AI agent could discover a service, try it out and pay for it without requiring a person to approve every individual transaction.
AI Agents Identity
Even if an AI agent can pay for something, a business may still want to know what exactly is accessing its service. Cloudflare is addressing this with “cloudflare.pay”, which can link a wallet to an account and optionally give an AI agent a recognisable identity.
For example, an agent could operate under an address such as “research.example.cloudflare.pay”, allowing a service provider to identify it as an agent rather than an anonymous piece of automated traffic. This identification is optional, and businesses can decide whether they want to treat identified AI agents differently from anonymous ones.
Cloudflare says the system builds on its existing Web Bot Auth technology, which allows agents to establish an identity using a cryptographic keypair. The wallet handle effectively turns that technical identity into something that is easier for people to recognise and remember.
Why Cloudflare Thinks This Matters
According to Cloudflare, the majority of web traffic is now generated by bots rather than people, and the growing use of AI agents is likely to push that trend further. As these agents increasingly handle tasks such as research, shopping and bookings, they will need ways to interact with online services without constantly relying on humans to complete basic steps.
Cloudflare Wallets X gives an agent an identity, a payment method and a clearly defined spending limit could allow it to operate more independently, while giving its owner a way to retain control over how much money it can use. The company plans to initially support straightforward ways of adding and withdrawing funds in supported regions, including the option for users to fund wallets themselves using stablecoins.
Businesses and developers can already claim a wallet handle, although Cloudflare has not provided a full timeline for when live payments will be supported across all x402-compatible websites and services. The company said further details are expected as identity standards being developed by the x402 Foundation evolve.
