The Ministry of Home Affairs (KDN) has launched its AI Digital Human, an artificial intelligence-powered virtual representative designed to make it easier for the public to obtain information about the ministry’s services. The initiative is part of KDN’s broader digital transformation efforts under its “AI for KDN, KDN for AI” aspiration.
Officiated by Home Minister Datuk Seri Saifuddin Nasution Ismail earlier today, the AI Digital Human allows users to ask questions about matters under KDN’s jurisdiction and receive answers through natural conversation. The ministry said this could simplify information access, as users would no longer need to navigate multiple portals, menus or documents to find relevant information.
Supports 12 Languages
The AI Digital Human features a holographic presentation of Saifuddin Nasution, providing an interactive experience intended to simulate a face-to-face conversation with the minister. KDN stressed that the technology is not meant to replace the minister or government officials, but rather complement existing service delivery channels.
The virtual representative supports interactions in 12 languages, including Malay, English, Mandarin, Tamil and Arabic. Speaking at the launch, Saifuddin said the multilingual capability would make it easier for people from different backgrounds to communicate with the ministry.
“Ask in Mandarin, Arabic, Japanese, just ask,” the Home Minister said. “The AI can answer all of them.”

KDN Wants Agencies To Adopt AI
During the same event, Saifuddin also called on all agencies under KDN to incorporate AI into their respective core functions to improve productivity, efficiency and public service delivery. He said the ministry had developed its “AI for KDN, KDN for AI” approach over the past three years, with around 75% of its personnel now ready to adopt and use AI.
The next step, he said, is to help agencies translate the approach into practical applications within their own operations. This includes the National Registration Department, Immigration Department and Royal Malaysia Police (PDRM), with the leadership of each agency responsible for driving implementation.
KDN has already used AI to prepare initial drafts of responses to questions raised by Members of Parliament during Dewan Rakyat sittings. These drafts are subsequently reviewed and verified by ministry officers before the answers are finalised.
