Our government is expected to table three amendments during next year’s Parliament sitting, in order to address its multi-lane fast flow (MLFF) toll collection system that has long been in the works.
The three laws that are expected to be amended are the Federal Roads Act 1959, the Road Transport Act 1987, and the Malaysian Highway Authority (Incorporation) Act 1980. Of the key issues in the amendments, Parliamentary members are expected to discuss the subject of the enforcement for non-payment of tolls, as well as which authority will have the power to act under the amended acts.
The MLFF system, which has been in the pipeline since the mid-2000s, is designed to introduce a barrier-free toll collection method where vehicles can pass through toll points without slowing down. The government aims to roll out the system by 2027, marking a major step towards modernising the country’s highway infrastructure and reducing congestion at toll plazas.
At the time of writing, six consortiums have reportedly submitted bids to develop the MLFF. The list includes JustGo Digital Bhd, Touch ’n Go Sdn Bhd, Setel Ventures Sdn Bhd, A joint venture between Konsortium Jaringan Selangor Sdn Bhd (a YTL Communications subsidiary) and SEP Synergy Sdn Bhd. And finally, a joint venture involving a Malaysian royal family and a Qatari consortium leveraging South Korean technology.
