The Ministry of Finance (MOF) has announced that full-time e-hailing drivers will be eligible to receive more than 300 litres of fuel quota under the BUDI95 initiative, starting 15 October. MOF added that applications for the additional quota will be managed by the government in coordination with e-hailing operators (EHOs), to process the submissions in bulk.
On the other hand, the government has also taken water transport into consideration and has decided to include registered boat owners under the BUDI95 initiative, without requiring a valid driving licence. Currently, the Federal Government is working with relevant state government agencies, such as the Sarawak Rivers Board and the Sabah Ports and Harbours Department, to identify registered boat owners.

The BUDI95 initiative, which began on 27 September, provides a 300-litre monthly quota for RON95 fuel at RM1.99 per litre. Yesterday, the Ministry of Finance (MOF) confirmed that the quota had been reset to 300 litres. As of 6 pm on 1 October 2025, transactions under the programme had reached RM84.2 million, equivalent to more than 42.3 million litres of subsidised RON95, with the government absorbing RM27.8 million in subsidies.
As previously reported, the BUDI95 fuel subsidy is available to all Malaysians holding a MyKad and a valid driving licence. The subsidy can be redeemed by swiping MyKad before refuelling or via petrol station apps and the TNG eWallet. The government also announced that Malaysians with a Singapore driving licence will soon have a mechanism to access the Budi95 initiative.
