From 30 September 2025, Malaysians who are eligible under the Budi Madani RON95 (BUDI95) scheme can redeem fuel subsidies more conveniently at Caltex, Petronas, Shell, Petron, and BH Petrol. Each brand has slightly different methods, with two of them offering digital options through first-party applications, while others require direct approaches at their respective stations.
Before You Start: Eligibility & Quota Check

- All Malaysian citizens (aged 16+) with a working MyKad chip and a valid driving licence are eligible for the BUDI95 subsidy.
- The subsidy is capped at 300 litres per month per person, although specific quotas or relaxations (e.g. for e-hailing drivers) may apply.
- You can check eligibility in advance via official channels (e.g. the BUDI95 website) or through participating petrol station apps like Setel and CaltexGO.
- You can also check eligibility at petrol stations by inserting your MyKad to terminals or by presenting it at counters.
Once you’ve confirmed eligibility, here’s how to redeem at each station.
Caltex

First, download the CaltexGO app from the App Store or Google Play and register for free. Once registered, you’ll have access to digital payments, promotions, and the BUDI95 subsidy option. Inside the app, tap on the RON95 Subsidy Program banner and link your Touch ‘n Go eWallet account. Do note that you must ensure your eWallet is fully verified via its eKYC process.
After linking, your BUDI95 quota (subsidy balance) will become viewable in the app. Once setup is complete, drive to any Caltex station that supports the program, pump RON95 fuel, and pay using the CaltexGO app.
The subsidy will apply automatically, with no need to insert your MyKad into a terminal. As a welcome incentive, new CaltexGO users who register will also receive RM 5 in fuel rewards in addition to their subsidy savings.
Petronas

Petronas has integrated the BUDI95 scheme into its Setel app for a similarly seamless process. Users first need to verify their Setel account through a one-time eKYC process by uploading photos of their MyKad and a selfie. Once verified, you can check your eligibility and view your quota under the BUDI95 section in the app.
When it comes time to refuel, you can either use Setel’s in-app fuelling feature by selecting your pump and enabling BUDI95 before paying, or you can generate a QR code in the app to be scanned at the counter. Because verification is handled in-app, you won’t need to insert your MyKad at the pump or counter after the initial setup.
Shell, Petron & BHPetrol

While Shell currently doesn’t support the BUDI95 subsidy via its own app’s “Pay for Fuel” function, they plan to explore this in a future rollout. Meanwhile, Petron and BHPetrol lack their own mobile app so direct approaches are the way to go. Here are three options available when refuelling at their respective stations:
- Debit/Credit card at the pump: At the fuel terminal, enter the amount, tap your card, then insert your MyKad to confirm eligibility, and begin fueling.
- Cash at the counter: Go to the counter, insert your MyKad for eligibility verification, state the pump number and the amount, pay, and then fuel.
- E-Wallet at the counter: On your Touch ‘n Go eWallet app, select the BUDI95 option, enter pump number and amount, show the generated QR code to the attendant, and proceed to fuel.
Note: All three methods also apply to Caltex and Petronas stations if you choose not to use their respective apps.

Regardless of approaches, a receipt is provided afterwards, which will clearly display the subsidised portion of the purchase. Also keep in mind that you can check your quota balance via the BUDI95 website, Setel and CaltexGO apps, TnG eWallet, as well as from the counters and terminals at fuel stations.
