JPN Offering Free MyKad Chip Replacement Ahead Of BUDI95 Subsidy Rollout

The initiative will run for two weeks, ensuring Malaysians retain access to the targeted petrol subsidies.

The Ministry of Home Affairs (KDN) and the National Registration Department (JPN) will provide free replacement of damaged MyKad chips nationwide from 23 September to 7 October 2025. The programme is introduced in conjunction with the launch of the Budi Madani RON95 (BUDI95) initiative, which will allow eligible Malaysians to purchase petrol at RM1.99 per litre via MyKad verification starting 27 September.

Home Minister Datuk Seri Saifuddin Nasution Ismail said the move is aimed at ensuring Malaysians continue to have uninterrupted access to targeted subsidies. He explained that the MyKad plays a key role in enabling access to schemes such as BUDI95, making it critical for holders to have functional cards. As revealed by the Finance Ministry earlier today, MyKad readers will be set up at all petrol stations and pump terminals to ease the process for the people to benefit from the BUDI95 programme.

The government estimates that the two-week free replacement exercise will cost about RM714,660, including related expenses. Saifuddin confirmed that the government will fully absorb these costs to prevent any eligible citizen from being denied access to BUDI95 subsidies due to technical problems with their MyKad.

The BUDI95 subsidy applies to all Malaysians with valid car or motorcycle driving licences. Each individual is entitled to purchase up to 300 litres of RON95 petrol per month at the subsidised price of RM1.99 per litre. Beyond this quota, vehicle owners will need to pay the market rate, which is currently estimated at around RM2.60 per litre.

Meanwhile, the government has also assured that support for multiple mechanisms will be available for the BUDI95 programme. It is confirmed that other platforms, including TnG eWallet and fuel apps such as Setel, will be integrated at a later time.
