The Finance Ministry (MOF) has clarified that there will be no restriction on the number of times Malaysians can refill their vehicles with RON95 petrol under the BUDI95 subsidy scheme, which sets the price of the fuel at RM1.99 per litre starting 30 September. It clarified this through a statement that was released yesterday, responding to a report published by the The Star concerning refuelling limitations under the scheme.
According to Finance Minister II Datuk Seri Amir Hamzah Azizan, eligible Malaysians for the fuel will be allowed to refill their vehicles as many times a day. However, he said there will be measures in place that will prevent abuse and profiteering.
“You can refill as many times as you want. What we are looking at is unusual behaviour and people trying to abuse the system by topping up repeatedly in a short span and reselling fuel,” he said during a media briefing yesterday, as reported by Malay Mail. “That is what we will block.”
Amir Hamzah explained that the government would monitor refuelling activity using MyKad verification at petrol stations and back-end data analytics. This system can flag abnormal patterns, such as repeated refills within minutes, and temporarily halt subsidised transactions until checks are completed.

Additional safeguards include ensuring petrol stations detect irregular refill behaviour, verifying that MyKad and driving licence details are valid, and rejecting ICs that do not match records in the national registration database. He also advised the public to report lost or stolen ICs immediately to avoid potential misuse.
Separately, Amir Hamzah confirmed that eligibility checks for the Budi Madani RON95 subsidy programme will open on 25 September 2025. Malaysians can verify their status at www.budimadani.gov.my, at customer service centres, or through the Setel and CaltexGO apps after completing identity verification.
