Maxis has announced a major expansion of its fibre broadband network in Penang, aiming to connect over 100,000 homes statewide by 2027. The initiative supports the Penang2030 plan, which targets the development of a digital and inclusive state.
According to the telco, the deployment will cover all districts, with a focus on high-demand urban areas. These include locations such as Jelutong, Georgetown, Batu Maung, Bayan Lepas, and Bayan Baru, as well as selected locations on the mainland.
The expansion is aided by Penang’s newly introduced Last Mile Connectivity Guidelines. These guidelines streamline pole-sharing regulations and facilitate faster fibre network deployment by telecom providers. Maxis acknowledged the policy as a key enabler for efficient infrastructure rollout and broader digital access.

Penang Chief Minister Chow Kon Yeow said the state government supports the telco’s fibre expansion as part of its broader digital infrastructure goals. He cited the importance of reliable internet access in promoting education, workforce development, and economic competitiveness, positioning Penang as a regional tech hub. Meanwhile, Maxis CEO Goh Seow Eng stated that building its own fibre network allows the company to maintain full control over service quality, delivering reliable and secure connectivity.
