The government has confirmed that the initial phase of the Budi Madani RON95 (BUDI95) initiative is now in effect and is proceeding smoothly across petrol stations nationwide. The programme, which falls under the Subsidised Petrol Control System (SKPS), began its rollout yesterday on 27 September 2025 for police and military personnel. Today’s phase includes recipients of Sumbangan Tunai Rahmah (STR), while availability to all Malaysians is slated much later on 30 September.
Deputy Domestic Trade and Cost of Living Minister Datuk Dr Fuziah Salleh said her ministry, together with all oil companies, had made the necessary preparations to ensure seamless implementation for BUDI95, including upgrading facilities for machines and payment systems at petrol stations. From 15 to 26 September, a total of 5,829 companies with 13,800 vehicles had registered under SKPS, with flexibility given for companies to allocate quotas based on fleet cards.

To further assist the rollout, Dr Fuziah noted that SKPS customer service counters will operate at all state and branch offices from 28 September for one week. These counters are intended to ensure smooth adoption and provide clarification on the differences between the two subsidy mechanisms: BudiMadani Individu95, redeemed via MyKad at RM1.99 per litre, and BudiMadani MySubsidi95 under SKPS using fleet cards at RM2.05 per litre.
Meanwhile, Deputy Finance Minister Lim Hui Ying also confirmed that the ministry has not received any technical complaints since the rollout began. She said inspections at petrol stations showed that the MyKad system used to redeem subsidies is operating without issues. “So far, there have been no reports of system disruptions or problems with fuel dispensing at any station nationwide,” she said after launching the programme yesterday at a petrol station in Jelutong.

On the first day of implementation, some 60,000 uniformed officials purchased 1.3 million litres of RON95 petrol for RM2.6 million under BUDI95. According to MOF, nearly 20% of the 300,000 members of the Malaysian Armed Forces (ATM) and Royal Malaysian Police (PDRM) had redeemed their quota by 9pm on Saturday.
