The Budi95 fuel subsidy will officially take effect on 30 September 2025, with eligibility verification to be done using MyKad. Meanwhile, Petronas has confirmed that its fuelling app, Setel, can also be used to access the subsidised fuel price of RM1.99 per litre.
The company announced the update through its social media platforms, stating that verification only needs to be completed once. Additionally, customers who pay for fuel through the app will not be required to perform manual MyKad verification at the counter.
The verification process is carried out via e-KYC (electronic Know-Your-Customer), a process similar to those used by e-wallets and digital banks. If not done already, customers are required to submit a picture of their MyKad (front and back) and take a selfie to complete the verification. They also have to fill up their details in order to complete the application.
With the fuel subsidy being implemented at the end of this month, it is advisable to complete your verification through the Setel app to avoid congestion and long waiting times while refuelling your vehicle. As reported yesterday, the subsidy will be available for all Malaysians despite their earning status. However, under the BUDI95 subsidy programme, there is a quota of 300 litres for each Malaysian per month. As for e-hailing drivers, they can apply for more, with registration to be announced by the Finance Ministry later.

Meanwhile, Shell Malaysia managing director Shairan Huzani Husain demonstrated how customers can complete MyKad verification directly at the pump. It seems to be an easy process, based on a video shared online.
