TNB’s Time of Use (ToU) Scheme: Here’s What You Need To Know

It will be available to residential users for the first time starting 1 July 2025.

Tenaga Nasional Berhad (TNB) has announced that its opt-in Time of Use (ToU) pricing scheme will be available to all domestic and non-domestic low voltage users with smart meter installations. This move is part of the new electricity tariff structure for Peninsular Malaysia that was recently announced by the Energy Commission (also known as Suruhanjaya Tenaga, or ST), which is set to take effect from 1 July 2025.

The ToU pricing scheme was originally limited to commercial and industrial sectors, but is now extended to residential users for the first time. This expansion follows a revision of Malaysia’s electricity tariff structure under the National Energy Transition Roadmap (NETR), with the goal of promoting energy efficiency and allowing households greater flexibility in managing their electricity costs.

Peak & Off-Peak Hours Timing

The system offers lower electricity rates during off-peak hours, but slightly higher rates during peak hours. As laid out by TNB, peak hours begin from 2pm until 10pm on weekdays (Monday to Friday), whereas off-peak hours run from 10pm until 2pm. In total, we’ll have eight hours for the former and 16 for the latter.

For weekends, on the other hand, electricity will be charged at off-peak rates throughout the day. In other words, there will be 48 hours in total to take advantage of lower tariff rates. Speaking of which…

New Domestic ToU Rates

For households consuming up to 1,500 kWh per month, the peak rate will be 28.52 sen/kWh, while the off-peak rate drops to 24.43 sen/kWh. Meanwhile, for higher-usage homes (over 1,500 kWh/month), peak and off-peak rates are set at 38.52 sen/kWh and 34.43 sen/kWh respectively.

Currently, existing flat rates for both low and high usage homes are at 27.03 sen/kWh and 37.03 sen/kWh respectively. It should also be noted that all ToU participants will be subject to a RM10 monthly retail charge, though this fee is waived if usage stays below 600 kWh.

An Opt-In System

As mentioned earlier, you’ll need to opt in if you wish to take part in the ToU pricing scheme, which can be done at any of TNB’s Kedai Tenaga in Peninsular Malaysia. While the system is now available to the public, customers are required to have either a Smart Meter, a Current Transformer or Remote Meter Reading meters installed.
