The Malaysian Communications and Multimedia Commission (MCMC) will investigate inconsistencies in 4G coverage across different regions and telecommunications providers, according to Communications Minister Datuk Fahmi Fadzil. Speaking at the World Telecommunication and Information Society Day 2025 celebration, he revealed that while Malaysia has reached 98.7% 4G coverage in populated areas (COPA) nationwide, discrepancies remain evident between providers.
“Some telcos have COPA as low as 76%, while others reach up to 86%,” Fahmi said. “We want to make sure that when Malaysians pay for Internet packages, they receive coverage across the country – not just in selected areas.”

The Comms Minister added that he has directed the MCMC to produce detailed state-level reports showing both national averages and individual telco performance. The aim, he said, is to ensure fairness and transparency in the mobile service landscape.
Fahmi stressed that Malaysians paying for nationwide Internet packages should receive consistent coverage regardless of location. Further, he noted that a formalised framework has been introduced to promote network-sharing agreements between telcos.
Last month, the minister instructed MCMC to take action against telcos that failed to meet the deadline to submit solutions for poor internet access issues. According to Fahmi, a drive test conducted by the commission on 5 March revealed that many areas across the country still failed to meet the Mandatory Standards on Quality of Service, which currently require a minimum download speed of 7.5Mbps.
