The Science, Technology and Innovation Ministry (MOSTI), via its minister Chang Lih Kang, has confirmed that there are currently no plans to introduce specific legislation to regulate the misuse of artificial intelligence (AI). Instead, the government will continue to rely on the National Guidelines on Artificial Intelligence Governance and Ethics (AIGE) as the primary reference point for responsible AI use.
Launched in September last year, the AIGE was developed to provide a governance framework for AI technologies in Malaysia. It is intended to lay the groundwork for future legislation, should the government decide to codify AI-related standards into law.

Speaking to reporters after officiating the Perak Ignite Entrepreneur Summit 2025 on Saturday, Chang said that while a legal framework remains the long-term objective, no timeline has been set for its introduction. Until then, existing legislation such as the Communications and Multimedia Act and the Penal Code will continue to apply in cases involving the misuse of AI technologies.
The minister also noted that the ministry has conducted consultations with industry players regarding the implementation of AIGE. He said all stakeholders involved have agreed to comply with the current guidelines, indicating a broad consensus on the importance of ethical AI practices.
