As part of the on-going Budget 2016 presentation at the Parliament, Prime Minister Najib Razak has announced that prepaid users will receive rebate based on the amount of GST that they have paid.
According to the announcement, the rebate will apparently be credited directly to customers throughout 2016. However, it seems that this rebate is specifically for Malaysians only:

At this moment, we have yet to receive any information regarding this rebate from telco companies although we expect that more clarification will be made available very soon.
