Development of the upcoming RON95 subsidy rollout received an update today, with confirmation that it is in the final stages of assessing eligibility and delivery mechanism before implementation. Alongside the updates, Finance Minister II Datuk Seri Amir Hamzah Azizan also announced that a capped quota system will be introduced for eligible individuals for the fuel subsidy.
“We will have a quota. We must have a quota. We do not want someone to pump fuel for other people,” he stated in Parliament on Monday. “We must set quotas to prevent misuse.

He added that the government is finalising the quota system, which will be set according to ordinary users and those whose daily work depends on fuel, such as e-hailing drivers. “The ministry is carefully considering how to allocate quotas, ensuring that ordinary citizens have enough subsidised fuel, while managing risks of overuse or fraud,” he added. Details of the targeted RON 95 subsidy implementation plan are expected to be revealed at the end of September.

Just to recap, the confirmed mechanisms for the targeted subsidy are MyKad, e-wallets, and mobile applications from fuel companies, as announced a few days ago by the Ministry of Finance (MOF), through a written reply to Parliament. The ministry also stated that the eligibility framework will be determined by cross-referencing income records, household income surveys, and data from PADU.

Additional factors, such as ownership of luxury homes and vehicles, will also be taken into consideration. Nevertheless, as mentioned above, further details on eligibility, the delivery mechanism, and the capped quota will only be revealed next month.
