Update 7th July : We received the following clarification to the story below. It isn't an official statement from Celcom, but we're publishing it either way. Thanks to reader Kenny who sent this is.
To update everyone on this matter and other related matters. Firstly we
found the root cause of the problem. It was a batch processing which
was done and a few (less than 3) accounts were impacted. The Pay Per
Use (PPU) charging component was added between 26th till the 29th. As
such these customer was charged PPU during that period thats why the
bill showed RM8k plus. Anyhow we have fixed the issue and also credited
back the whole amount to the customer. We also called the customer and
aplogised to the person.
Our PPU is only RM250 Maximum per month. So
if a customer still wants to use PPU he will not get any shocking bills
but maximum RM250 for as much he wants to use.
As for the network
quality we have just completed our core network upgrade by 20 times
from the time we first introduced broadband last year. The service
should see significant improvement now. However please take note that
for certain sites if there is a huge volume of usage there could be
potential congestion at that specific area. This is where we need to
upgrade the access portion. We are proactively monitoring these areas
and also through customer feedback we take action. Sometimes there are
new building erected which also can cause a customer to have poor
service from before. By getting details this would help us identify the
issue and fix it sooner. We are also in the midst of automating our
Fair Usage Policy which will help 97% of our users to have good speeds
and experience. currently about 3% of the users are utilizing almost
90% of the allocated capacity. During peak periods when these small
minority of customers exceed thier 5GB allocation per month thier
speeds will be throttled to sites where there is heavy downloading
(peer to peer apps)and allow just simple browsing. However during non
peak times these customers can carry on doing thier heavy
downloading/peer to peer apps. We have also longer term plans on how to
effctively improve the service offering.

Take this with a pinch of salt. We're still not sure how this happened as details are sketchy, but what we can conclude for certain is lionheart23's friend isn't very impressed.
We've removed the name and phone number to protect the aggrieved, but if someone from Celcom is reading this and would like to shed some light on how an Unlimited Data Only line gets charged a staggering RM8k a month, the customers account number is 97474218!
