Update 7th July : 
We received the following clarification to the story below. It isn't an official statement from Celcom, but we're publishing it either way. Thanks to reader Kenny who sent this is.

To update everyone on this matter and other related matters. Firstly we found the root cause of the problem. It was a batch processing which was done and a few (less than 3) accounts were impacted. The Pay Per Use (PPU) charging component was added between 26th till the 29th. As such these customer was charged PPU during that period thats why the bill showed RM8k plus. Anyhow we have fixed the issue and also credited back the whole amount to the customer. We also called the customer and aplogised to the person.

Our PPU is only RM250 Maximum per month. So if a customer still wants to use PPU he will not get any shocking bills but maximum RM250 for as much he wants to use.


As for the network quality we have just completed our core network upgrade by 20 times from the time we first introduced broadband last year. The service should see significant improvement now. However please take note that for certain sites if there is a huge volume of usage there could be potential congestion at that specific area. This is where we need to upgrade the access portion. We are proactively monitoring these areas and also through customer feedback we take action. Sometimes there are new building erected which also can cause a customer to have poor service from before. By getting details this would help us identify the issue and fix it sooner. We are also in the midst of automating our Fair Usage Policy which will help 97% of our users to have good speeds and experience. currently about 3% of the users are utilizing almost 90% of the allocated capacity. During peak periods when these small minority of customers exceed thier 5GB allocation per month thier speeds will be throttled to sites where there is heavy downloading (peer to peer apps)and allow just simple browsing. However during non peak times these customers can carry on doing thier heavy downloading/peer to peer apps. We have also longer term plans on how to effctively improve the service offering.

Take this with a pinch of salt. We're still not sure how this happened as details are sketchy, but what we can conclude for certain is lionheart23's friend isn't very impressed.



We've removed the name and phone number to protect the aggrieved, but if someone from Celcom is reading this and would like to shed some light on how an Unlimited Data Only line gets charged a staggering RM8k a month, the customers account number is 97474218!

Anyway the subject.
celcom 3G or maxis, lets not go even there, i call it cheap not the price but the company. Stop supporting them peps, make a point- be heard n make a different. Go for sumthing else im currently a maxis user but am shifting in coupla days to watever. Neway streamyx the only option here even lets you down, while the world is so far away ahead. This sux! 1 not worth fer d muney, 2 speed its not as stated 3 full of bullshit. CUmmon only results matter. A normal firm here does better then the country. Aint that funnie. its like we think we are ok but we just bunch of idiots fer 'em (those responsible) cummon just give us a decent broadband least compare to the many decent thing many cant have here. If its not for that anadha krishna guy i guess we still just stuck chilin with our RTM's. Standup goverment, tiny people looks more huge then the whole crap of u guys. Owh for christ sake let sumother network providers from outside cum over and do sumthing.. we just wana breathe in the running either ways...get it done!

when u using postpaid or prepaid with PAYU plan, the charges is not by minute, but by data received. example, you connect for 3 minutes only, but go to the telcos portal 400kb (40sen) then download 1 song 5mb (rm5) so its already rm5.40

mimpi indah, u should sign up for maxis postpaid unlimited data plan, rm99 only.

this is my advise:
1. set your data profile 'require authentication' option to on. so if u accidently push the internet button on your mobilephone/pda, it will ask to confirm username & p/w before can start surfing.
2. set your homepage as blank (example http: only). this 1 if accidently push the internet button on mobilephone/pda will result page cannot be found - so u wont be charged.
3. turn of the function of 'display image' - image will cost u more.

Internet in Malaysia is expensive, including broadband if you rate them based on the charges you pay and the actual service/speed you get. I went to Vietname, their broadband is VERY VERY fast. No wonder our e-commerce take off so slow. wired or not wired also slow, but expensive, that why we have MSC => MULTIPLE SLOW CONNECTION or MAINLY SLOW & COSTLY

I'm using maxis value 50 and tried to connect to the internet by using my phone as a modem. What i realy suprise is..it cost me more than 400++ for only 10minit usage. I called the maxis center and they told me maybe the connection is connented and disconnected more than 20times. For one connection it cost me 20rigt. So i asked them why u didnt stop my connection coz it already over the credit limit. And the aswer is, they cannot block while i'm surfing. The connection will be block after the next connection. My angger has come to over limit..it lucky im not transform to jinchuriki, saiyan man, or hulk...hehehe. Now im using celcom xpax 3g prepaid for only 8ringgt for 24 ours usage. But the speed(paham-paham jela..sekejap connect sekejap tak). I called the service centre and the answer is same like others(upgrading their system).

Few probabilities here that could have happened
1) Customer used the service overseas and got charged for roaming (usually data roaming is very expensive)
2) Customer might have bought content via his data only service.
3) Error from the billing division based on CDR not being surpressed.
We will check and revert.
As for slow speeds we would like to know more like when it happens? which area you are using from so that a technical team can go and check.

I use advanced data package RM98 per month....the connection damn...sometimes fast, sometimes slow, even sometimes just 1kps, better i use dial up, at least got 56kps.. like hell...Most of the time is slow..go to center..sory sir, we are doing maintenance....everytime give the same answer

data only plan means cannot make call.
can only surf and SMS.

credit limit is for charging on call out and SMS out. its not count on data received (surfing). maybe data is being charged after full month. not like call/SMS, charged after finish make call or after msg being sent.

like cHa-cHa said, it can be the celcom agent who activated this number. activated as data plan only but choose PAYU.

nazrell - celcom 1+3 is plan for dad to call wife and 2 kids (like their advertisement) only and vice versa. if the 3 supp line number make call out, 30sen to any number (even same network!). 6 hours per month already rm108 per number! if your supp line make call a lot, go to maxis or digi family plan, call out to same network only 15sen, save half then celcom!

bRaT - number different on bill and when sign up, another good services from celcom! haha

KRISARU - the modem can make call out. but then u need to subscribe to voice+data plan. if celcom, voice plan is rm30 access fee or rm50/80/130 monthly commitment (depends which 1 u want to use) then add the rm68 unlimited data plan. let say u took the rm30 access fee, so ur bill will be rm98 per month excluding call out and taxes.

i do dc the connection after use. Enable 3g connection when using 3g connection and disable 3g connection when not using it.

Well, maybe celcom can blame customer for using PAYU (pay per use) before subscribing unlimited plan (or perhap accuse for customer's technical negligence a.k.a customer-is-wrong-speculation).

My point is, the why they don't disconnect my line when my call limit is already used up and instead keep charging our money? I had a feeling it just another set up so they can 'korek' pocket us every month.blue-smiley

Well, this is Malaysia, semuanya boleh. Who cares mind set. Even 2 weeks back I have subscribed Celcom at Selayang Tesco Extra(BlueCube). The sales lady told me, the package and the modem is better capacity, bcoz I can use Voice call, and SMS beside Internet surfing. After activation, tried to use, but not happenned beside surfing alone. Call back the sales lady, she didn't give a good explanation. When called Celcom Support line, they gave a GREAT !!! answer, that no such things available in the package. I asked them, then why gave Ear Phone in the box along the modem, the staff can't give me a proper reply. I really felt cheated by Celcom. Well Malaysia boleh!!!! Our consumer right never protected. I am just thinking to get back my refund (2 months advance I paid during when I subscribe the package and the worst is till now my connection is like a hell (worst than Maxis Broadband). Seeking advice what the best should I do? Should I return the modem and get refunded my 2 months advanced payment if possible? Few times I called them, why my connection is so bad, they keep saying they are having technical problem. But I don't know until when? But providing survice then when ready? Thank you for anyone's comments.

no very long ago, i've been subscribe with celcom voice package. I used 3G before I call their service centre to activate 3G unlimited just for few days.

Sadly, they didnt apply the 'RM250 limit' instead my 3G usage went boom as it goes up to RM1.9K.
When I went to their service counter, the officer blindly blaming and accusing me for "You shouldnt call the service centre for 3G unlimited activation." (Wish I could stab the woman at the counter though for her foolishnes. Seriously, what is the use of helpline 24 hours???)thumbsdownthumbsdownthumbsdown

It took 2 years for me to settle down the payment and the legal fee.

Now, I am very happy with DiGi Unlimited EDGE although it slow but it is very stable and unlike Celcom 3G it always had dc problem.

Now, I am 'voluntarily' promote Digi and un-promote celcom (for their bad service since I subscribe with them) with my friends at office. My colleague also happy with DiGi (or Maxis) subscription than celcom. Go DIGI!!laughing-smiley

this is my advise...when you subscribe the 3g plan please subscribe the unlimited plan..if you subscribe the pay per use plan then it is a disaster for you.it happen when you connected to 3g..whenever you connected 3g make sure that u disconnected it.check at your phone 3g internet sign..when it is connected even you didnt use it, it still download data to refresh ur internet from your 3g connection.so my advise here when you subscribe pay per use plan make sure you disconnect your 3g data connection if not using it..i think its not celcom fault only that celcom make use of customer that didnt understand how it works.to avoid this, when u subscribe 3g plan make sure u subscribe unlimited plan if u dont want all this..

I agree...celcom is damn suck...i just subcribe my celcom broadband Advance RM98 a few month ago...the 1st bill i received is totally unsatisfied, during the register i paid for RM98 only + a dunno what registration fees a.k.a. hidden charged. As i told u all, i already pay Rm99 during my registration the my 1st bill supposed no need to paid, rite! after arguing,i no need to pay it. luckily i haven't sign up the celcom 3G plan...now i'm struggling whether wan to sign up for digi data plan or maxis 3G plan...any advise?

celcom are big cheater..last 3 years ago,i use celcom postpaid..every month i fully paid my bill b4 due date,but on the next month,it still got outstanding bill.how come?my credit limit is RM300,but my bill was over RM1000 and i still can make call out...
i decided to stop my line, and now i use digi prepaid & postpaid..much-much more save than celcom & maxis!!!

i m using orange.ch wireless unlimited. It stated unlimited but when the bill came, i was charged in total of 355.25 CHF = RM 1k ++.(3 days of using - business everywhere by orange.ch). When i read the contract carefully, i was only allowed to use 3Gigabyte of browsing and downloading. Worst still that the orange authorise person doesnt not know much about this plan.
