Comment: For current situation, a better temporary solution is only limit(NOT BLOCK) bandwidth usage for heavy P2P at peak office and business hours. At night the ISP should release back those bandwidth back to P2P usage due to off peak or non-working hours.
For long term solution, the ISP have no choice should increase their facilities and infrastructure due to fulfill the P2P customer needs but then may be due to another FAIR use by each user policy then may be depends package such as 1Mbps package can have maximum(P2P) data usage such as 50GB but with fast speed such as 125KBps. At least we can finish our download within an hour or few hour. Then at least benefit for customer to save the electricity usage. Because of the slow downloading speed, no doubt sure a LOSE LOSE situation coz waste electricity, waste time and waste bandwidth(coz some ppl download half way then stop to continue due to slow or not connection at all!). So if a Quota limit BUT WITH Appropriate package speed (such as 100~125KBps for 1Mbps package) I believe also can be FAIR solution between ISP and User.
