TMNet is using the Cisco Service Control Engine. It can be use to manage bandwidth that causes revenue leakages such as VoIP like Skype as well as bandwidth hogging stuffs like p2p apps. Bandwidth is expensive, so they have to resort to this type of measures. The Cisco SCE cost them about 20mil to implement which is still lower than bandwidth cost. Thing is, expect TM and other ISP to introduce separate cost for video, voice and p2p apps in the future. So you will have the normal users who uses broadband for their normal surfin' and power users who will pay more to enjoy faster bandwidth for specific purposes like gaming, VoIP, p2p and etc
